Absolutely feel free to use it for icons, backgrounds, whatever you want. Just GIVE CREDIT where credit is due! Art is my life. It's how I make my money and ultimately put food on the table. Regardless of whether or not said art is fanart, and done on my free time, or commission work, it is NOT COOL to repost another person's art! I'm going to paste my response to one particularly difficult/disrespectful reposter, as I feel it covers my feelings on the subject pretty well.
"I find the excuse 'I didn't even know you had a tumblr' kind of ridiculous, as I had written my tumblr page on that picture to hopefully avoid people not knowing the original source (right above gumball's leg). I appreciate you taking it down. I think you need to realize that art is how I make my living, and something I've been doing since I was a kid. Posting art without credit is not only disrespectful to the artist, but could potentially make the artist lose out on customers! Not cool! I'm not 'butthurt' (and I still can't believe people are using that word), I'm simply protective of the things I've spent time and effort on, and are proud of. Giving credit isn't hard. Again I appreciate you taking it down, and maybe in a few years you'll realize why it was a 'big deal' to me. In the future if YOU didn't make it, and if you don't have the ORIGINAL SOURCE, don't post it. It's as simple as that. It may 'be tumblr' but that doesn't negate being respectful of other peoples hard work. You're still young so there may be hope yet.
(I could have lost my shit at you for being very disrespectful in your initial response to me requesting you remove my picture, btw. but I'm not. Saying you were 'too lazy' to find it glad it wasn't that hard.)"
So please. If you see my art, or ANYONE'S art for that matter reposted without credit, or you're unsure if the original artist knows, please tell them! Or if you see a picture without a source, properly source it! Even if the artist can't get the person to remove the reposted artwork, having it at least (in some places) redirect viewers to the PROPER blog is a big help.
tbh I find it appauling since it's all in an effort to gain more notes and followers. If you want to please the people then create your own content. Don't rely on others to do it for you just to repost it as if you're the one who put time and effort into the piece to begin with. I put reposters up there with editors. I won't believe for a single moment that either have any lick of respect.
edit to add another response to someone with the logic of "if you don't want it reposted then don't post it online", since that seems to be a popular comeback to this issue.
"Are you from 1995? Do you know how many artists make a living based off of posting their art online and gaining a completely internet-based following/client base these days? We no longer are limited to gallery shows and scraping around desperately trying to get recognition. We're immediately able to post and have people see our art and give feedback. To consciously avoid that opportunity is absolutely ludicrous.
It's MY art. I drew it. And I'm damn proud of it. I shouldn't have to keep things to myself and avoid posting fanart for a show I love. And do you know how many new commission opportunities I got from this picture, as well as new followers? A-fucking-lot. I'll stop posting my art when I don't need to feed myself.
I HATE the argument "if you don't want your art reposted, then don't post it". I'm well aware people are going to repost my art, it's not like I'm in this fairy world where I think everyone is perfect and no one is scum. But, that doesn't mean I should sit back and let other people get recognition for art THEY DID NOT DO. This does NOT only apply to me, but every artist out there. Uncredited, reposted, and edited art (oh, and vector traces!) is deplorable and in no way acceptable.
PS: let's apply your logic to something else, shall we? If you don't want your house broken into, don't buy a house."
